The PCL was established in November 1946 under the Indian Companies Act VII 1913. Its objective was to foster a spirit of comradeship and afford facilities for playing both in-door and out-door sports.

The Club has built a formidable reputation in both Billiards and Snooker. Shyam Shroff, a Member of this Club was a seven times Snooker National Champion. The PCL has participated for more than three decades in the Mumbai league and have qualified more than 15 times to reach the knock out stage and have played seven times in the finals. In 2023 the team won this prestigious Keko Nicholson CCI Mumbai Billiards League team Trophy.
